These are pre-requisites for installing the 64-bit edition of Report Runner on 64-bit machines. The 32-bit edition of Report Runner does not have any pre-requisites (and it runs just fine on 64-bit machines).
The following links all open documents and downloads directly from Microsoft. Make sure and read the installation instructions on the Microsoft website to ensure you download the correct installer for your PC/server/operating system.

1) Install Microsoft .Net 4.6 (or 4.6.x, 4.7.x, 4.8.x)
2) Install Microsoft 64-Bit Visual C++ 2015-2019 (or later) Redistributable Package
3) REBOOT (Important step to ensure steps 1 and 2 completed successfully --- otherwise Crystal runtime install will not run successfully)

Note: Most Windows Servers normally have .Net 4.6 or later and the Visual C++ library redistributable already installed these days.
Note: If the VC++ redistributable is not installed, the 64-bit Report Runner application will randomly crash.
